Dr. Jason Chan, MH, JP is an innovation and technology expert as well as a professional generalist.  He is well-qualified with various degrees and credentials.  With diverse academic background and experience, he is an accomplished professional generalist in public administration, education, metaverse, artificial intelligence, big data, social media, social commerce, fintech, IoT, strategy, resources management, leadership, intelligent construction, smart city, e-governance and research methodology.

His influence extends far beyond academia, as a recognized key opinion leader on social media with a solid base of nearly 200,000 followers across multiple platforms.

Dr. Chan currently serves as the Director of the School of Professional Education and Executive Development (SPEED), Associate Dean (Information and Development), and Head of IT at the College of Professional and Continuing Education (CPCE) of The Hong Kong Polytechnic University (PolyU).

Beyond academia, Dr. Chan holds the position of Independent Non-Executive Director (INED) for listed companies such as Bamboos Health Care Holdings (2293.HK), B.Duck Semk Holdings International (2250.HK), and Primech Holdings (Nasdaq: PMEC).

Beyond his academic and professional roles, Dr. Chan actively participates in public and community service. In addition to his appointment as Justice of the Peace (JP), he serves on a variety of committees and panels. Currently, he holds the position of President at the Hong Kong Digital Currency Academy (HKDCA) and Vice-President of the UNESCO Hong Kong Association. His previous positions include Chairman of Hong Kong Mensa: The High IQ Society; President (Education) of the Young Professionals Alliance, and Vice President of the HK Public Administration Association.

In 2015, Dr. Chan founded the Totaltact Network, a groundbreaking e-think tank that leverages the power of artificial intelligence, machine learning, and big data to gather and analyze public sentiment from social media, thus creating a vast cross-domain knowledge platform. Simultaneously, he has been ardently developing iTact’s “Edventures 學程” and “EdTechVerse 教科元宇宙” – innovative educational resource management and matching platforms aimed at democratizing education and dismantling barriers to knowledge acquisition. In 2019, his entrepreneurial spirit led him to establish iMake, an initiative designed to elevate Hong Kong iMakers 香港智造 and foster a more innovative and intelligent business landscape.

The IT services have achieved a high rating of overall student satisfaction in Student Barometer, a global survey of the student experience, and compared favourably with international and local universities/ institutions in recent consecutive years.

Under the theme “New Era, New Technology, New Vision”, our forum sought to identify ways to promptly restore economic vitality. The forum attracted key stakeholders from various political and business sectors, academia, and the science and technology field, originating from over 50 countries and regions. Participants contributed their insights, bringing new knowledge and inspiration to the event. The forum successfully hosted a significant gathering, welcoming more than 800 participants.

As a co-organizer of the Forum, Dr. Jason Chan, MH, JP, President of HKDCA, emphasized that HKDCA carries the mission of advancing the digital economy, uniting efforts from all sectors and meeting the challenge head-on. HKDCA was established in 2021, thanks to the strong backing of ACU Group. The subsequent merger of the WDCFM with the HKDCA team this year has further invigorated our cause. The HKDCA has three main objectives: 1. to endorse blockchain technology, legal and business norms and establish unified standards; 2. to engage experts from various fields in the commercialization of the digital currency industry, thus harnessing collective strength; 3. to nurture young talent and stimulate creativity by organizing lectures and forums, thereby cultivating industry-ready professionals. By setting up various committees, including financial technology, application research, international technology and standards development, talent cultivation, legal and financial affairs, and marketing, HKDCA aims to research digital currency-related issues, nurture a new generation of industry talent, and foster a sustainable digital economy. We believe in pooling our collective wisdom to build a brighter digital future together.

Objective: Our investment in the future is essentially an investment in talent.

Initial Project: Our first project involves collaboration with social welfare organizations and university students, seeking out high-performing students and offering them an opportunity to provide academic mentorship through social welfare organizations, thus embodying a spirit of caring.

In this service delivery framework, EDvengers functions as the orchestrator, diligently selecting responsible, dedicated, and high-performing university students and connecting them with suitable social welfare organizations.

Creating Mutual Value through Activities: Unlike conventional short-term volunteer activities, this tripartite collaboration—comprising social welfare organizations, EDvengers, and university students—forms a powerful alliance. We leverage the unique strengths of each participant to maximize synergy and deliver high-quality services to recipients from diverse backgrounds.

In this framework, university students serve as the primary on-the-ground implementers, EDvengers handles strategic planning, candidate screening, and content design, while social welfare organizations act as the glue that binds together recipients, university students, and EDvengers. In their role as connectors, social welfare organizations do not merely offer a platform for matching students with recipients and fostering talent while assisting the underserved; they also provide a window into the community. This perspective allows EDvengers to fully utilize its strengths, thereby identifying and addressing community issues and pain points.

Objective: To champion Hong Kong iMakers 香港智造, fostering innovative and intelligent business practices.

In 2017, we commenced preparations, drawing inspiration from the innovation and technology ecosystems of Israel and Silicon Valley in the United States. Established by Totaltact Networks in 2019, iMake was designed to address a gap in the market, assisting start-ups that could not benefit from the Hong Kong Science and Technology Park and Cyberport. Moreover, it aimed to promote the distinctiveness of Hong Kong brands. Currently, nearly 200 companies and institutions have joined our network, including start-ups from diverse sectors, corporations, local and US Nasdaq-listed companies, investment entities, and social organizations. Our mission is to encourage “Hong Kong iMaker, iMake Hong Kong”, through:

· Assisting SME start-ups with smart production and service delivery, · Revitalizing traditional industries with innovative creativity, optimizing the function and performance of various sectors, · Creating a business ecosystem that is ready for the future, including the industrial revolution and smart cities.

Our collaboration starts with three strategic initiatives: certification, alliances, and financing:

· Certification: Hong Kong iMaker – To be certified as a Hong Kong iMaker, a company must be a Hong Kong-based entity with patents, trademark registration, franchise rights, and/or unique or innovative technology operations, or demonstrate the transformation and operation of traditional industries.

· Alliance: iMaker United – Start-up companies often face challenges due to their small size and relatively inexperienced operators, which often results in weaker social and business networks. This platform aims to help these start-ups grow stronger by matching them with larger, established companies in the alliance, thereby creating business opportunities.

· Financing: iFutureMaker – Potential high-growth companies can be recommended to venture investors or angel funds for possible investment or public listing opportunities.

Objective: To promote the application of AI in education.

The project began in 2016, and iTact was launched by Totaltact Network in 2019. We have developed a patented Artificial Intelligence-based educational resource sharing and matching platform, Edventures 學程. Our aim is to lower the barrier to acquiring knowledge, ensuring equal educational opportunities for all. Students can register to use the platform for free, which provides both free and fee-based educational materials and exercises. The goal is for students to access ten times the educational resources for half the cost of textbooks.

· Patented technology for self-learning: Our proprietary, patented intelligent technology matches learners with textbooks and test questions, facilitating more personalized, self-directed learning.

· Data-driven personalization: We utilize big data to analyze learning experiences and test performance at various stages, allowing us to provide learners with more focused and personalized learning plans.

· Multi-role participation for ecosystem building: We allow users to participate in a variety of roles, enabling a diverse range of stakeholders to contribute to the construction of a new e-learning ecosystem.

· Unit reorganization for careful matching: Our e-textbooks aren’t based on entire books, but rather on learning units, articles, texts, or topics. This approach allows our platform to provide more careful and accurate matching of educational resources.

· Facilitating tailored teaching: Through our learning resource matching suggestion tool, teachers can easily combine suitable learning checklists, homework exercises, quizzes, and examination papers for their individual students or entire classes, thereby enabling personalized instruction.

 

 

Another key focus is the launch of Hong Kong’s first educational technology metaverse, EdTechVerse, for primary and secondary schools. We plan to assist Hong Kong’s academic and educational sectors in transitioning to the metaverse within the next year, 2023. We hope to make the first year either free or extremely cost-effective, inviting more interested individuals to participate and contribute. An accompanying TV interview further outlines the philosophy and functionality of this Metaverse.

EdTechVerse, combined with the Edventures courses, forms a self-study platform that encourages self-directed learning. By employing patented AI and Metaverse technology, students can engage with the world of Edventures in a gamified format, promoting an active learning environment. The platform offers a comprehensive learning journey, complete with matching tests, a wide array of learning resources, and tutors.
